The proof of concept is approved. The Tobago House of Assembly has signed off on the FFINS plan: a hatchery at Black Rock, wild egg collection paid for at the beach, community pen keepers, and independently verified releases — a TTD 9.4M programme structured as 40% THA and 60% open market.
What the approval means in practice: the programme has its public anchor. The THA seat is what makes the verification promise credible — the releases will be counted with a public body standing next to the counter, not on our word alone.
What it does not mean: the money is not yet raised. The 60% open-market share is what we are taking to funders now, with the approved plan as the offer. Until it closes, the water work waits.
The next notes will read like construction notes — site walks, drawings, procurement. Then, when the first eggs come over the beach, like a hatchery log.
